Введение

III Северный форум по устойчивому развитию (III СФУР) состоялся в Якутске с 27 по 30 сентября 2021 года.Северный форум по устойчивому развитию (далее – Форум) – постоянно действующая с 2019 года ежегодная международная экспертная площадка для обсуждения проблем и перспектив устойчивого развития Севера и Арктики.Основная идея Форума – объединить креативные силы всего мира в решении проблем устойчивого развитиярегионов Севера и Арктики.В 2015 г. на заседании Генеральной Ассамблеи ООН были определены 17 Целей устойчивого развития в «Повестке дня в области устойчивого развития на период до 2030 года», в реализацию которой должны быть вовлечены не только правительства, но и транснациональные компании, благотворительные фонды, общество, неправительственные организации, ученые по всему миру. На сегодняшний день концепция устойчивого развития стала ключевой и для регионов Севера и Арктики– это вызовглобального уровня, для решения которой требуется развивать всеобъемлющее международное сотрудничество. С одной стороны, в будущем хозяйственное освоение Арктического региона может стать перспективным. С другой стороны, этот регион обладает хрупкой экосистемой, забота о которой должна быть проявлена уже сегодня не только со стороны приполярных государств, но и со стороны неарктических стран, интересующихся его развитием.

III NSDF was held in a hybrid format (online and offline). In total, 51 guest came to the forum in person (offline), including 12 foreign guests, from 5 countries (Canada, USA, Iceland, Italy, Japan). For the main days of the III NSDF (from September 27 to 30), as well as on additional days for side events (September 6, 23-24, October 1, 5-6, 14-15), 76 events were held (46 in a hybrid format (on 18 venues in Yakutsk with the connection of participants to the Zoom platform) and 30 online on the Zoom platform). Events of the III NSDF were held in the following formats: plenary sessions, panel discussions, round tables, webinars, scientific and practical conferences, workshops, project presentations, exhibitions, excursions, cultural events and side events. International platforms for discussing the sustainable development of the North and the Arctic have become permanent: Russia-China, Russia-South Korea, Russia-Japan.

The program of the Forum consisted of five thematic blocks:

  3. Global Partnership for the sustainable development of the North and the Arctic
  4. The Youth Forum
  5. Northern Forum: 30 years of Cooperation

Основной темой форума в 2021 году была выбрана тема «Изменение климата и реакция многолетней мерзлоты».Изменение климата и реакция многолетней мерзлоты– глобальные проблемы, которые между собой взаимосвязаны.На состояние окружающей среды во всем мире и на происходящее сегодня глобальное изменение климата влияют процессы, происходящие именно в Арктике. Многолетняя мерзлота в свою очередь занимает не менее 25 % площади всей суши земного шара.Арктика является одной из самых хрупких экологических сис­тем планеты. Уменьшение толщины льда и сокращение площади ледового покрова существенно изменят характеристики экосистем, свя­занных с морским льдом. Изменение климата становится наиболее сущест­венным долгосрочным стрессором длябиоразнообразия. В течение последних десятилетий продолжается исчезновение не­которых уникальных мест обитания арктической флоры и фауны. На суше отмечается наступление древесной растительности на тради­ционные экосистемы тундры, в том числе трав, мхов, лишайников, площадь которых сокращается. Сокращение ледовитости может также отрицательно сказаться на арктических морских зверях. Временные интервалы и пути миграций птиц с высокой вероятно­стью изменятся. Изменение климата в сторону потепления увеличит актив­ность вредителей, паразитов и частоту различных заболеваний. Ожидается миграция рыбы из южных морей в северные, что создаст конкуренцию для арктических видов рыбы. Особое значение приобретает проблема деградации многолетней мерзлоты, процесс таяния которой способен оказать негативное влияние на состояние инфраструктуры, возведенной на мерзлых грунтах, а также воздействовать на эмиссию парниковых газов. Таяние многолетней мерзлоты под воздействием климата способно кардинально повлиять на жизнедеятельность населения, которому в связи с происходящими изменениями необходимо будет адаптироваться к вновь возникшим условиям.Ситуация в Арктике — нагляднейший пример того, как изменение климата влияет на геополитику. Весь этот гигантский регион, прежде постоянно скованный льдами, теперь открывается для коммерческого судоходства и разработки природных ресурсов. У международного сообщества появляется ряд новых возможностей, но оно сталкивается и с проблемами, ждущими решения.

Торжественно-культурное мероприятие в честь 30-летия Северного Форума «Живая Арктика». Открытие III Северного форума по устойчивому развитию, посвященное ко Дню государственности Республики Саха (Якутия)

В Якутске прошел III Международный Северный форум по устойчивому развитию. Церемония открытия состояласьв Историческом парке«Моя Россия» 27 сентября в День государственности Республики Саха (Якутия). Идея представления была сформирована Председателем Рабочей группы Северного Форума по культуре, Государственным советником Республики Саха (Якутия), известным театральным режиссером Андреем Саввичем Борисовым. В 2019 году постановка А.С. Борисова «Свет над Арктикой», поставленная на IСФУР, выиграла национальную премию «Театр масс». Профессиональная Премия «Театр масс» присуждается на конкурсной основе за творческие достижения в области массовых форм театрального искусства.

Artists and representatives of communities of indigenous peoples of the North of Yakutia met guests and participants of the forum. Especially for this event, an exhibition of traditional folk crafts of the House of Friendship of Nations named after A.E. Kulakovsky was made.

В знак сопричастности к этому событию участникипроходили через священный чычыпкан, завязывали цветную  ленту дэлбиргэ, которая по северной традиции является символом чистоты побуждений, знаком открытости и сопричастности к нашей общей судьбе.

Состоялось театрализованное представление «Живая Арктика»  с участием артистовГосударственного театра коренных малочисленных народов Севера, Театра Олонхо, творческих коллективов Дома Дружбы народов им. А.Е. Кулаковского и Ассоциации КМНС.

The production presents "Ode to Life". As a sign of sincere respect, the ancient sacred symbol of the support - the staff of the nyoro was presented to Arja Haikara, chairman of the committee of regional coordinators of the Northern Forum.
