Interregional Dialogue Russia – India

Topics to discuss: In the context of new international cooperation in the Arctic, Russia is strengthening ties with non-regional actors, among which India is a key partner. Since 2013, India has had an observer status in the Arctic Council, and in 2022 it presented its Arctic strategy, which includes such areas of cooperation as shipbuilding, mining, and con-struction of port infrastructure. In July 2024, Indian Prime Minister Narendra Modi visited Russia, where the Program of Cooperation in Trade, Economic and Investment Spheres in the Far East for 2024-2029 was signed, including the principles of interaction in the Arctic zone. The main goals of the program are to increase joint investments and develop inter-national transport corridors linking the Arctic regions and India. The upcoming expert dis-cussion will focus on the converging and diverging interests of Russia and India in the Arc-tic, political complexities, evolution of Indian policy in the region, and contribution of the academic community to the development of cooperation.
