HUMAN CAPITAL IN THE AI ERA
HUMAN CAPITAL IN THE AI ERA: DEMOGRAPHY • STRATEGIES • COMPETENCIES AND THE NEW REALITY OF LABOUR
The development of science and technology is one of the priorities for Russia in the interests of the development of the Arctic zone. After a long period without large-scale research in the Arctic, science is returning to the region.
A Long-term Program of Fundamental Scientific Research in the Russian Federa-tion was adopted, which is aimed at obtaining new knowledge that contributes to sustainable scientific and technological, socio-economic and cultural develop-ment, strengthening the national security of the Russian Federation
The Program’s structure focuses on the research aimed at the study and devel-opment of the Arctic. In particular, the primary scientific interests are as follows: development of the Arctic shelf resources, modeling of effective habitats in the regions of the Far North, Arctic medicine and human ecology in extreme climatic conditions.
On July 12, 2022, it was announced about the establishment of the Scientific and Technical Council under the State Commission for the Development of the Arctic, which included the country's leading scientific and technical universities. One of the major tasks of the new council is to support research and development, to do it faster with less bureaucracy, red tape and risks.
Business is actively engaged in studying the region. As a rule, its research is ap-plied, and based on the data obtained, recommendations will subsequently be developed for doing business in the Arctic, which will become a roadmap for a new generation of companies.
In the focus of the discussion:
Implementation of Russian scientific programs in the Arctic.
Consolidation of universities, business and government. Measures to support scientific research and development.
Training of highly qualified personnel. Attracting specialists to the Arctic.
Ways to preserve global scientific cooperation in the new realities.
