NSDF and Russian Public Transport Week Partnership

A round table dedicated to the problems of transportation by public transport in an extremely cold climate took place in the format of a side event of the IV Northern Sustainable Development Forum, as part of the City Bus salon of the Russian Public Transport Week https://citybus-expo.ru/arctic.

The work of the round table was also held in the format of a videoconferencing conference at two sites - Moscow and Yakutsk with the participation of experts from St. Petersburg and Norilsk. There was an interested discussion on the creation and operation of social wheeled transport (rotation and snow and swamp buses) for those living in hard-to-reach areas.

The topic was discussed at previous meetings of the NSDF, online exhibitions "Motor transport and all-terrain vehicles", "Wheeled snow and swamp vehicles and degradation of permafrost" were held.

On September 23, 2022, the IV NSDF side event “Social transport for extremely cold climate conditions. Public Private Partnership for the development of infrastructure for expertise, testing of vehicles in the regions. The Arctic Bus project” the following issues were discussed:

- revival and development of state support programs for domestic machine builders to create northern and arctic modifications, as well as transport workers of the North to subsidize the natural rise in the cost of "northern" modifications of wheeled vehicles;

- the main differences between modifications of wheeled vehicles for extremely cold areas from technical solutions for vehicles with characteristics for the conditions of a "normal" cold climate;

- revival and development of the competition of the Ministry of Economic Development of the Russian Federation to support the creation and development of regional centers (branches) of certification, testing and technical expertise for extremely cold climates;

- revitalization and development of the climate testing infrastructure, as well as the creation of an infrastructure of technical expertise on the ground, which play a key role in ensuring the safety of transportation by public wheeled transport in extremely cold climates;

- prospects for using the preferences provided for by the Federal Law-258 of July 31, 2020 “On experimental legal regimes in the field of digital innovations in Russia”, including in the PPP format, when creating and piloting equipment for areas of extremely cold climate.

After reports presentation, the participants of the round table during the discussion agreed on the need for active interaction not only with transport, but also with all equipment in an extremely cold climate, with an emphasis on quality.

This topic, public transport in extremely cold climates, requires further discussion at the NSDF site.
