Northern Sustainable Development Forum was held for the first time in Yakutsk from 24 to 28 September 2019. A total of 111 guests came to the forum, including 51 foreign guests, from 14 countries, including circumpolar countries (Iceland, Canada, USA, Finland, Norway, Russia) and North-East Asia (China, South Korea and Japan), and also from Germany, France, Great Britain, Lithuania, Switzerland. In order to discuss issues of sustainable development of the North, these days events were held at 30 platforms in the format of panel discussions, roundtables, research and practice conferences, working groups, lectures and projects presentations. Topics discussed were cooperation between Russia and Asia, sustainable development of regions and cities of the North and the Arctic, economic, social and political issues; issues of small-numbered indigenous peoples of the North.
The idea of creating the Northern Sustainable Development Forum (NSDF) was to create an international platform that would deal with the issues of the North-Eastern part of the Arctic, since the largest international platforms are mainly located in the West, and in the East there is none, not only Russia, but even in the world. The main idea is to unite Asia and the Arctic due to the great interest of Asian countries in the Arctic and the North. The second idea was to draw attention to the international organization of the northern regions “The Northern Forum” for further prosperity and development of the organization. Therefore, the event is called the Northern Sustainable Development Forum. The third global idea is the implementation of the 17 Sustainable Development Goals of the UN, which were approved in 2015 by the UN General Assembly in the “The 2030 Agenda for Sustainable Development”. The 17 Sustainable Development Goals – this is a sufficient amount that you need to think about, since these are different issues. To summarize, these are three main directions – economy, ecology and population, which the people of the Arctic need to think about.
Northern Sustainable Development Forum in Yakutsk will become a platform for developing concrete measures to solve global problems related to the development of the North and the Arctic. Northern Sustainable Development Forum will be held annually in Yakutia. There are proposals to hold a separate session of NSDF in Chukotka Autonomous Okrug and in Hokkaido (Japan).

The purpose of the training and consulting seminar is a qualitative change in the professional competencies necessary for developing your own business in the field of reindeer husbandry and fishing. As a result, a participant must acquire basic knowledge on how to prepare a business concept, which is necessary for a qualitative change in competencies, a basic understanding of how to identify new potential business ideas in the field of reindeer husbandry and fishing, as well as a basic understanding of how to shape and orient identified ideas in the market. Results of the Educational Seminar International Business Experience for Specialists in the Field of Reindeer Husbandry and Fishery
Educational Seminar International Business Experience for Specialists in the Field of Reindeer Husbandry and Fishery was held on September 23-24, 2019 at the site of the Tochka Kipeniya Co-working Center.
The seminar is organized by the Institute of Circumpolar Reindeer Herding of the University of the Arctic (UArctic). Partners were the Ministry of Arctic Development and Northern Affairs of Sakha Republic (Yakutia), International Center for Reindeer Herding, Association of Reindeer Herders of the World, UNESCO Chair of the Northeastern Federal University named after M.K. Ammosov, Arctic Science and Research Center of the Academy of Sciences of the Sakha Republic (Yakutia), University of the Arctic, Northern University of Norway.
The target audience was specialists in the traditional economy of indigenous peoples of the North and the Arctic, who receive secondary vocational and/or higher education, engaged in reindeer husbandry or fishing. A total of 27 participants from 13 raions with traditional indigenous peoples of Sakha Republic (Yakutia) participated in the seminar.
Within two days, listeners from the Arctic and Northern regions of Yakutia and Chukotka were told about the development of business in the field of reindeer husbandry and fisheries and about the state of the market of these industries, in general. World-class foreign experts Bjorn Willy Åmo, Professor, Business School, University of Nord (Norway), Kjell Stockwick, Executive Director, Far North Logistics Center (Norway), Erland Bulvog, Dean of the University of Nord Business School (Norway) gave lectures.
The participants of the seminar gained the knowledge and skills necessary for qualitative change of competences in the following areas:

• Basic understanding of how to identify new potential business ideas in reindeer husbandry and fisheries through creative processes;

• Basic understanding of how to shape and guide identified ideas in the market;

• Basic knowledge of how to prepare a business concept;

• Demonstrate the ability to participate in creative processes in the development of business ideas;

• Be able to reflect on strengths and weaknesses of business ideas;

• Be able to create a basic description of the business concept and sales plan

The main themes of the seminar were:

• Reindeer husbandry and fishing: main characteristics of the industry

• Reindeer husbandry and fishing products on the market

• How to sell reindeer and fishing products on the market

On behalf of the Ministry of Arctic Development and Northern Affairs of Sakha Republic (Yakutia), the participants of the seminar were welcomed by Deputy Minister Mikhail Pogodaev and noted that today in Yakutia business activity in the fields of reindeer husbandry and fisheries is not sufficiently developed. He also noted that such courses should be held in order for local specialists to recognize, learn from best practices that exist in the world and apply their approaches on the ground. This course can help to develop these industries in the Republic not only as a basis for the preservation of the small-numbered indigenous peoples of the North, but also as an economic basis for the development of these peoples.
The main lecturer of the seminar Bjorn Willy Amo noted that it is necessary to exchange experience. Norway pays very much attention to new technologies, and above all the interests of the client are placed. He also noted that Yakutia should learn how to preserve nature, because in Norway, it becomes a very important moment. With regard to Norwegian experience in entrepreneurship, Norway could share its experience with Russia, particularly Yakutia.
As examples of successful business projects in Sakha Republic (Yakutia)  experiment of a cultural entertainment complex of “Muus Haya” (Egor Makarov, the Owner) and the family restaurant of modern Yakut cuisine “RekaOzeroLes” (Nikolay Gabyshev, the Owner) is shown.
The participants of the seminar participated in the presentation of a book on artisanal cuisine of the peoples of the North, which was published with the assistance of the Arctic Council – EALLU project. Presentation of the book and tasting of dishes took place in the CEC “Muus Haya.”
By the end of the seminar the participants presented their active businesses and projects. All participants noted that they had gained a basic understanding of how to identify new potential business ideas in reindeer husbandry and fisheries through creative processes, how to prepare a business concept, and how to understand the strengths and weaknesses of business ideas.
As a result of the seminar, Certificates of Participation in the Educational Seminar of the Northern University of Norway and M.K. Ammosov NEFU were issued.

Results of the Cold Lands seminar

The international interdisciplinary seminar COLD LANDS, attended by the leading Russian and international experts on the Arctic and the North, has been held by Department of Northern Studies at NEFU since 2008. Total over 20 sessions of the seminar were held, attended by the leading researchers from research centers and universities in Russia, Canada, Finland, Norway, the USA and other countries. A special session of the COLD LANDS Seminar within the Northern Sustainable Development Forum is held together with the Human Resource Development Platform for Japan-Russia Economic Cooperation and Personnel Exchange (HaRP) (Japan, Hokkaido University).

Format: lectures, roundtables, methodological seminars, facilitating the organization of dialogue, intensification of scientific research in the field of Arctic research, exchange of useful information on training, humanitarian relations and economic cooperation between the countries of the world in various spheres.

During the seminars, the participants exchanged experiences and discussed issues related to the sustainable development of the Arctic and the North. The guests of the forum actively participated in the seminar, answered questions of the audience and exchanged contact data for further cooperation.
An oral proposal was made to host the next Northern Sustainable Development Forum in Hokkaido Prefecture, Japan. There is the prospect of Hokkaido returning to the Northern Forum.

Results of the Panel Discussion Network Cooperation in the University of the Arctic in the framework of Northern Sustainable Development Forum

In the framework of the Panel Discussion Network Cooperation in the University of the Arctic the following issues were discussed:

1) Strengthening the work of the thematic networks of the University of the Arctic through fundraising and other mechanisms;

2) Forms and mechanisms of cooperation in the framework of networking;

3) the role and importance of the University of the Arctic in international cooperation in the North and in the Arctic;

4) Issues related to the organization of academic mobility.

The discussion was moderated by Florian Stammler, research Professor at the University of Lapland, social anthropologist, one of the leading scientists cooperating with NEFU and Yakut scientists, including in the framework of the NEFU research project with the Scott Polar Research Institute at Cambridge University “Peoples of the North-East of the Russian Federation: choosing a new adaptive strategy in the context of globalization (the view of Yakut and British researchers)”. President of the University of the Arctic Lars Kullerud could not come and moderate the session due to illness.

5.       Roundtable Discussion Carbon Budget of Ecosystems, Cities and Villages on Permafrost (COPERA Project)

The roundtable discussion is held to summarize the results of the research project and develop effective measure stop romote the idea of protecting permafrost a swell as using the project’s results in the environ mental education of the northern and Arctic regions. In the Sakha Republic (Yakutia), the largest cold region of Russia and the world, the law on the environ mental education was adopted in 2005; the Strategy of continuous environmental education in the Sakha Republic (Yakutia) until 2020 is in place. The State Assembly (Il Tumen) of the Sakha Republic (Yakutia) is developing the republic’s Environmental Code. The discussion of the Environmental Code and the development of environmental education will framework the results of COPERA project and discuss the proposals of environmental education projects for the world’s northern regions.

Results of the Roundtable Discussion Carbon Budget of Ecosystems, Cities and Villages on Permafrost

The round table was attended by heads of public authorities of the Northern and Arctic regions, resource-supplying organizations, specialists of environmental education and education, leading researchers.
Participants noted the importance of the results of the project “Carbon Budget of ecosystems, cities and villages on permafrost of the Eastern Arctic of Russia” (COPERA) to obtain new knowledge about the role of permafrost in the global balance of carbon dioxide, the processes of absorption of carbon dioxide by biota, its emissions as a result of economic activity on the example of Sakha Republic (Yakutia).
The participants consider it necessary to further improve the environmental legislation of the Russian Federation and Sakha Republic (Yakutia), implementation of the Strategy of development of continuous ecological education in Sakha Republic (Yakutia) for the period until 2020, attracting the attention of society to problems of protection of permafrost-based environmental education and awareness in lean consumer households and the introduction of incentives to reduce greenhouse gas emissions in companies.

The participants of the round table recommend:

1.       Institutions of education: to develop and implement a program of energy saving and frugal consumption.

2.       Ministry of education and science of Sakha Republic (Yakutia):

2.1 jointly with the Agency of energy saving of Sakha Republic (Yakutia) to promote the development and implementation of the program of energy saving and careful consumption in educational and scientific institutions, as well as in all sectors of the budget sector;

2.2 Initiate an update of the strategy for the development of continuous environmental education and education in Sakha Republic (Yakutia) for the period up to 2020.

3.       The working group of the “Education” direction of the Northern Forum Association:

6. Roundtable Discussion Sustainable Development of the Arctic Regions and Cities

The roundtable discussed the criteria for assessing the sustainable development of the regions and cities of the Arctic based on the methodology developed by the experts of the Arctic Development Project Office. In 2018, its experts presented the rating of sustainable development of the Arctic territories of the Russian Federation “Polar Index. Regions”. The goal of the project is to maximize the implementation of the principle of sustainable development in the Russian Federation, in this case, using the example of the Arctic zone. The regions’ rating assesses the sustainability of the development of the entire Arctic zone of the Russian Federation at the macro-level. It also includes certain territories of the Arctic, for example, lands and islands in the Arctic Ocean. The main idea is that the rating takes into account the development of the economy and social sector and preservation of the environment. The index of sustainable development of the regions was calculated by several parameters, divided into three groups: socio-economic, environmental-economic, socio-ecological.

Results of the 5th All-Russian Conference Sustainable North: Society, Economy, Ecology, Policy

On September 24-26, 2019, the 5th All-Russian Conference Sustainable North: Society, Economy, Ecology, Policy was held in Yakutsk. In 2019, the conference was held as part of the activities of the Northern Sustainable Development Forum.
The goal of the conference is searching for solutions to secure sustainable development of the Russian North-East, including the efficiency of the implementation of the national program “Digital Economy of the Russian Federation”. The conference will showcase and test the outcomes of fundamental and applied research aimed to improve the sustainability of the socio-economic development of the Russian North-East; it will discuss the mechanisms for securing the competitiveness of the regions, country, quality of life, economic growth and national sovereignty.
Among the participants of the conference were experts from Novosibirsk, Saint Petersburg, Moscow, Magadan, etc. The conference was attended by more than 300 people, including 87 people made presentations. Scientists, postgraduates, representatives of state and local governments, enterprises of the real sector of the economy, mass media took an active part in the round tables and sections on the balanced socio-economic development of the North in the conditions of digital transformation.
The conference discussions were organized in the following sections:

1. State regulation and economy of subsoil use, ecology and climatic features of the Russian North.

2. Demographic and labor potential of The Russian North.

3. Transport and logistics system: efficiency and digitalization.

4. Economy and technologies of diamond complex of Russia.

5. Extreme agricultural economy.

6. Socio-economic development of the Northern territories in the digital transformation of the economy.

According to V. A. Kryukov, doctor of Economics (Director of The Institute of Economics and organization of industrial production SD RAS, corresponding member of RAS), the following significant negative effects can be noted in the economy of the Arctic of Russia over the past 25-30 years:

– sharp weakening of economic relations with more southern regions of the country;

– destruction of many cooperation intra-branch communications;

– concentration of economic activity around the large mineral and raw projects implemented by the large companies;

– primary development of small and medium business in borders and a framework of the public (state financed) sector of providing social services;

– loss of skills and forms of regulation of traditional economic activity on the basis of traditional knowledge and abilities.

As a result, there is a de facto departure from the desire for integrated development and the implementation of socio-economic projects for the long-term development of Arctic territories (report at the plenary session of the Northern Sustainable Development Forum).
Among the proposals and decisions aimed at ensuring the sustainable development of the North of Russia, it is advisable to highlight as the main (systemic) provisions voiced in the plenary report of Krukov V. A.:

– It is necessary to develop an innovative-oriented environment ensuring the formation of companies of different types and sizes;

– Cooperation among all stakeholders, including the exchange of best practices and approaches (including through databases and data management systems), is essential for the development and development of the Arctic and for enhancing the sustainability of the region ‘s economy;

– In order to solve the problems of the Arctic, the critical condition is not just technological re-equipment of the extractive sector, but the creation of a new industrial paradigm for the dissemination of knowledge in order to stimulate the creation of new approaches, usually an alloy of global and local knowledge.

The all-Russian Research and Practice Conference Indigenous Peoples of the Russian Federation: Problems, Priorities and Prospects of Development in the Transforming Society is dedicated to the 100th anniversary of Feodosy Semenovich Donskoy-academician of the Academy of the Northern Forum, a prominent Northern scientist, public figure, candidate of economics. The RPC was held within the framework of the Northern Forum,  Institute of Humanities and Indigenous Peoples of the North SD RAS.
The conference brought together participants from Canada, Norway, Germany, Japan and the Northern regions of the Russian Federation. The conference was attended by leading scientists and specialists of the University of Northern British Columbia (Prince George, Canada), the Institute of transformational studies sustainability (Potsdam, Germany), Hokkaido University (Sapporo, Japan), Vilnius University, Institute of Circumpolar Reindeer Herding of University of the Arctic (Kautokeino, Norway), The Federal Center for Integrated Arctic Research of the Russian Academy of Sciences (FCIARctic) named after N.P. – guidelines for the study of spiritual, socio-cultural values and traditions of indigenous peoples of the Arctic and the North;

– implementation of a targeted policy in the field of protection of the rights of the Indigenous Peoples of the North  (in 2018. adoption of the “Law on responsible subsoil use”, introduction of sanctions in the administrative of the RS(Y) for non-compliance with the law on ethnological expertise; creation of the Assembly of deputies of the Indigenous Peoples of the North of the RS(Y));

– development of research traditions of Northern studies and understanding of the scientific heritage of Feodosy Semenovich Donskoy.

Expressing concern:

– strengthening of technogenic impact of mining industries on natural systems and development of traditional industries of the North and processes of vital activity of Indigenous Peoples of the North;

– insufficient funding of scientific research in the field of socio-economic, socio-political, spiritual development of indigenous peoples of the Arctic region;

– the weakening of intercultural dialogue, tolerance and cohesion between representatives of scientific structures and agencies dealing with the problems of the Arctic and the North;

– reducing the ideological role of scientific research in the education of patriotism through the study and recognition of the role of the founders of Northern studies, including the scientific heritage of Feodosy Semenovich Donskoy

Decides:

– to consolidate the scientific community for strengthening and further development of integrated research in the Arctic zone of the Russian Federation, including in Sakha Republic (Yakutia) as a basis for national security and implementation of strategic priorities of its development

Recommends:

Government of Sakha Republic (Yakutia):

– to provide all possible financial, information and Advisory support to scientific projects in the field of studying complex problems of the Arctic region, including expedition costs, publishing and educational costs;

– to monitor the ethnological expertise of effective (responsible) subsoil users and make it public and accessible to the public;

– according to the results of monitoring to make an annual rating of projects of subsoil users and to inform about it scientific, public structures;

– for the purpose of objective scientific research Indigenous Peoples of the North to introduce separate statistics in the regions on the main indicators of socio-economic, medical and demographic sphere, employment and unemployment.

9. Workshop Creative Industries in the Arctic

A workshop on Arctic creative industries is being arranged by the Arctic State Institute of Culture and Arts. The workshop is arranged through the larger project “Arctic Creative Industries” and is the only event of this format at the Northern Sustainable Development Forum. The project is based on the idea that education and cultural heritage are prerequisites for sustainable development and human well-being in the Arctic. The workshop is aimed at presenting the scope of the creative potential of the Arctic for the development of creative industries. The workshop will cover various areas of culture and arts of the Arctic — musical and theatrical art, folk art culture, painting and graphics, design and decorative and applied art. The workshop is organised as several simultaneous, independent studios which will engage Forum participants in the creative processes enabling them to learn and acquire basic creative skills. As an overall goal, the workshop strives to encourage interaction between all Forum participants for building an effective dialogue on local and international levels. It will be interesting for all Forum participants regardless of their professional background.

Recommendations of the Workshop Creative Industries in the Arctic, held within the framework of the Northern sustainable development forum
The main idea of the project site was to understand that education and cultural heritage are a fundamental requirement for sustainable development and human well-being in the Arctic. Active interaction and effective dialogue of the participants took place at the site thanks to the format of the workshop in the form of creative platforms on decorative and applied arts and design, painting and graphics, theater, music and dance, performance on folk instruments. The workshop presented the creative potential of the Arctic region as a space of opportunities for the development of creative industries.
In the theoretical part of the project site, the discussion of the features of creative industries in the Arctic, modern creative processes and promising directions for further development of creative industries took place.
Following the discussion, the participants of the platform made the following recommendations:

1. To invite the international organization of the Northern regions “Northern Forum” to start the implementation of the international project “culture and art of the Arctic” within the framework of its main activities.

2. Determine the coordinator of the project “culture and art of the Arctic” Federal state budgetary educational institution of higher education “Arctic state Institute of culture and arts” in the person of rector Ignatieva Sargylana Semyonovna.

Recommendations on the results of the Roundtable Discussion International Projects Planning and Management  in Agriculture in the framework of Northern sustainable development forum

On September 24, 2019 in Yakutsk in the walls of the Yakut state agricultural Academy a round table “Planning and project management of international cooperation in agriculture” was held within the framework of Northern sustainable development forum.
The round table was attended by representatives of the Ministry of education of the RS(Y), the Association “Hokkaido Intellect Tank” (Japan), teachers of various departments of Hokkaido University (Japan), a teacher of the University of Lapland (Finland), the administration and figures of education and science of the Yakutsk SAA.
At the roundtable were: Fedorov S. S. – first Vice-rector of YaSAA, Mikhail Prisyazhny, First Deputy Minister of Education and Science of the Sakha Republic (Yakutia), Haruka Komiyama – the representative of the Association “Hokkaido Intellect Tank”, Belogurov A. N. Vice – rector for scientific work and innovations, YaSAA, Juha Saunavaara – Associate Professor at the Arctic research center of Hokkaido University (Japan) and others.
The roundtable discussed interaction between educational and scientific organizations in the planning and management of international cooperation projects in agriculture. The organizers will offer regional and interregional experience in building cooperation in regions with special climatic conditions.
During the roundtable presentations of moderators and staff of the Academy were listened to. Topics on medicinal plants and wild plants of Sakha Republic (Yakutia) aroused the greatest interest among foreign participants, as well as the development and implementation of technologies for freeze-dried venison products with a long shelf life.
The participants of the round table noted mutual interest in the presented projects:

1.       Breeding of cattle breeds of meat direction for the Northern territories of Russia;

2.       Creation of new potato varieties adapted to extreme climatic conditions;

3.       Biological reclamation and monitoring of disturbed industrial lands in the conditions of cryolithozone;

4.       Development of complex measures for harvesting and processing of wild plants;

5.       Creation of breeding and genetic center for protection and reproduction of Lena river sturgeon population for aquaculture purposes;

6.       Development and implementation of technology of freeze-dried venison products with a long shelf life.
At the end of the round table participants adopted the following recommendations:

– to promote international research and academic educational projects of the Northern Forum regions;

– to transfer all materials on presentations of participants of a round table of the Japanese Association “Hokkaido Intellect Tank” for building of interaction with the Japanese organizations and the enterprises of real sector of economy;

– prepare booklets with a detailed description of medicinal plants of Sakha Republic (Yakutia) and send them to the thematic networks of the University of the Arctic, dealing with similar topics;

– to organize interested business representatives in the international community to revitalize agriculture to ensure work in the Northern regions of the world.

1.       At the international level: today the importance of the Arctic on the planet is growing–including the geo-economic role of the Arctic region, the environmental and defense importance of the vast territory of the Earth. In these changing conditions, the geoculture component of Arctic development is also increasing.

Solved:

– to actualize the study of the contribution of the culture of the North and the Arctic to the sustainable development of the Arctic region and offer to include in the discussion and implementation of this topic to all interested Arctic regions;

– to recognize the intangible heritage – epics of the peoples of the Arctic countries-as the fundamental basis for sustainable development of the culture of the Arctic region;

– to submit to the Northern Forum on sustainable development a proposal for the work of the Arctic culture platform on a permanent basis within the framework of the annual NSD forums.

2.       At the regional level: a new time has come and brought to life a new paradigm of culture in the Republic of Sakha –Yakutia) – the Arctic vector in the development of culture and art of the Republic.Today, the cultural energy of the peoples of the Republic should be developed in the direction of the Northern vector, which expresses the essence of the spiritual aspirations of the peoples inhabiting the climatic zone of permafrost. The participation of many ethnic groups in the niche of Northern culture, based on the civilization of the East and West, confirms the cultural origin of geography in human life.

Solved:

– The Arctic state Institute of culture and arts to develop a scientific basis for the Arctic paradigm of cultural policy of Sakha Republic (Yakutia);

– The Ministry of culture and spiritual development of Sakha Republic (Yakutia) to take into account the Arctic paradigm of cultural policy of Sakha Republic (Yakutia) as an important component of state policy in this area.

3.       Practical implementation: a breakthrough project for the formation and promotion of a new Arctic paradigm in world culture is a large-scale project to create an Arctic center of epic and arts in the city of Yakutsk of Sakha Republic (Yakutia).

– to support the decision to build the Arctic epic and arts center in the city of Yakutsk of Sakha Republic (Yakutia) and the conceptual architectural solution of the object based on national traditions;

Resolution of the roundtable

– Statement of a situation: Considering that industrial development has led to significant changes in the territorial management of the traditional places of residence of SNIP, Siberia and the Far East; recognizing that free access to their lands is key to ensuring human security (“life without anxiety”) in the Arctic; emphasizing that free access to their lands for members of the SNIP, Siberia and the Far East is a key condition for the preservation of culture, identity and way of life; reaffirming that legislation has been developed and adopted at the federal and regional levels to create conditions for the existence of industry and the SNIP, Siberia and the Far East in the Russian Arctic; noting that Traditional Environment Management (TEMT) territories are a key instrument in regulating the regulatory framework between industry and indigenous land users;
– The participants of the round table noted that problems remained to date, including: Lack of timely information to small-numbered indigenous peoples on the planning and commencement of industrial activity in their territories; participation in public hearings of small-numbered indigenous peoples is often ineffective and formal; there is a lack of transparency in addressing public comments on industrial companies; there is no mechanism for the participation of local land users (local traditional knowledge) in the detailed planning of industrial projects; inadequate conditions for the development of traditional industries and the self-reliance of small-numbered indigenous peoples;
– The participants of the round table consider it necessary to solve the following tasks: introduction of the principle of free prior informed consent in the territory of SNIP, Siberia and Far East in all cases of industrial development, regardless of whether they affect the land of TEMT or not; develop a mechanism to use traditional ecosystem knowledge in the detailed planning of all industrial development projects; state authorities should recommend the study of foreign experience in the implementation of the ecosystem based management tool, taking into account the traditional knowledge of local communities; develop a mechanism for the transfer of TEMT of regional and local importance to the Federal; to create conditions for the participation of SNIP, Siberia and the Far East in the management of industrial territories and national parks located in areas inhabited by small-numbered indigenous peoples; creation of conditions for the development of traditional industries of production of SNIP, Siberia and the Far East in order to increase self-sufficiency and reduce dependence on state subsidies.

15. Strategic Session Arctic Zone of the Russian Federation 2035

The project was developed by the Ministry for the Development of the Russian Far East and the Arctic and the Arctic Development Project Office. It is for the first time that the community, officials and experts are brought together to elaborate a state document – a common development strategy of the Arctic zone of the Russian Federation.
‘The strategy of Arctic 2035’ was discussed in Yakutsk. Yakutia has many important projects, the implementation of which is necessary. This is primarily the creation of the scientific and educational center for the development of the Arctic and Subarctic “North,” as well as the project of Nicholai Alekseev, connected with the complete transformation of the Northern import system in Sakha Republic (Yakutia). In addition, it is necessary to create systemic national and federal legislation related to the traditional environmental management of northern peoples.

On September 25, 2019, a retreat of the discussion club of the Arctic Development Project Office (PORA) “Strategic Session – Arctic 2035” was held at the Government House in Yakutsk within the framework of the Northern Sustainable Development Forum.

At the event, representatives of the administration of the region, as well as public organizations and business discussed the regional vision of the Strategy for the Development of the Arctic Zone of the Russian Federation and National Security until 2035, which is currently being developed by the Ministry of National Development of Russia. The strategic session continued a series of events that took place in Murmansk, Archangelsk, Petrozavodsk, and will take place in autumn in all regions of the AZRF, as well as in Saint Petersburg.

The participants of the session got acquainted with the interactive digital platform www.arctic2035.ru developed by PORA. With its help, any resident of Yakutia and all Russia can send their proposals for inclusion in the Arctic Development Strategy.

“An important component of the strategy will be its regional part. The proposals of the regions should affect both the economy of the region and the economy of the whole country, “- explained the expert of the Arctic Development Project Office Alexander Vorotnikov, who moderated the strategic session.

“I very much hope that the event in Yakutsk will give a new impetus to the development of the Northern Forum. It seems very symbolic to me that one of the first tasks of the renewed structure of the Ministry of Economic Development was to complete the inclusion of 8 uluses of the Republic of Sakha in the AZRF. The President defined a number of goals of the strategy – improving the quality of life of people, accelerating the economic development of the territories, increasing the volume of freight transportation through the NSR. As the largest subject of the AZRF, Yakutia can make a decisive contribution to the achievement of these goals, “- said Alexander Krutikov, Deputy Minister, Ministry for the Development of the Russian Far East and the Arctic, who took part in the event through a video conference call.

“During this year 4 public discussions of the draft strategy for the development of the republic up to 2030 have been held. The main directions will be the development of transport infrastructure, provision of high-speed Internet communication, construction of energy-efficient housing, development of alternative energy sources, industrial production on the principles of care for nature. The strategy is based on the basin principle – Arctic areas are divided into Anabarsky, Lensky, Jansky, Indigirsky, Kolymsky groups of uluses. Everyone has their own logistics. The definition of anchor projects allowed to establish more clearly inter-district ties”, – First Deputy Minister of Arctic Development and Northern Affairs of Sakha Republic (Yakutia) Sergey Neustroev shared his experience. He listed projects in mining, fish processing, construction and others, noting in particular that Zelenomysk River Port could become the leading transport hub of the Eastern Arctic.

The discussion was attended by the Rector of the NEFU Anatoly Nikolayev, Chairman of the Committee of the State Assembly of the Republic for SNIP Affairs Elena Golomareva, Executive Director of the Northern Forum Daryana Maximova, Heads of Arctic uluses, representatives of business.
Also, within the framework of the Northern Sustainable Development Forum, cooperation agreements were concluded between the PORA and the Ministry of Arctic Development and Northern Affairs of Sakha Republic (Yakutia), as well as between the PORA and the North-Eastern Federal University named after M. The roundtable with the words of welcome was opened by Vladimir Vasilyev, Deputy Minister of External Relations and Affairs of the Peoples of the Republic of Saha (Yakutia).

The academic secretary of RAS from Magadansky Oblast Elena Khamenkova made a presentation on the topic “Expansion of the network of the PA of Magadansky Oblast as the basis for the development of ecotourism.”
The presentations confirmed the need to improve measures of state regulation of ecological tourism, including improvement of the system of education and training of personnel, scientific justification of approaches and methods of management. The most significant problems requiring the formation of a set of measures include the development of public-private partnership, the education of social responsibility of business, tourists and local population.

Taking into account the global trends in the development of ecotouristic business, the increasing role of ecotouristic flows in the development of ecological tourism in Russia, the participants of the round table noted the importance of this event and expressed readiness to cooperate in the organization of activities for the creation, development and preservation of specially protected natural areas in the Arctic zone of the Russian Federation.

18. Roundtable Discussion Safe Investments in the Arctic Regions

Results of the roundtable

The program manager of RIAC E.S. Chimiris in the opening speech told the participants of the round table about the activities of the Council on the project “International Cooperation in the Arctic,” implemented in cooperation with the NEFU and Northern Arctic Federal University (Archangelsk). The RIAC, inter alia, held two major international conferences and several thematic seminars in Moscow on selected political and legal problems of the Polar Region, as well as produced a number of publications, including three-volume chrestomy and educational and methodological materials on the Arctic, prepared by D.D. Maximova, Assistant Professor of the NEFU.
The moderator, expert of the RIAC A.K. Krivorotov made a staged report on the topic of the round table (the presentation is attached). It was noted that at least two sides play an important role in the investment process: the investor itself and the authorities of the host country at the central, regional and local levels, hereinafter referred to as the “Government.” For the investor, the attractiveness of the project is determined primarily by the ratio of expected profitability to the level of associated risks. For him, the issue of investment security in the Arctic regions is closely related to the assessment of their investment climate, such important components as legal and economic security of interests of entrepreneurs, incentives or, on the contrary, restrictions on investments.

The Government, for its part, is guided by a much broader and variable set of criteria. In particular, it assesses what effects an investment project will have for national environmental, resource (including energy), military-political, technological, social security. At the same time, the Government ‘s approaches can change significantly, both in time and from country to country, depending on the political attitudes adopted. The speaker showed that the proposed analysis scheme correlates well with the results of the scenario forsake prediction of the development of the Arctic zone of the Russian Federation until 2050, carried out under the auspices of the International Association of Arctic Social Sciences.
On the example of official Arctic strategies of a number of countries (Sweden, Finland, Russia, China), the goals of their investment policy in the North were analyzed according to a single scheme. There is a significant divergence of national priorities, including on such a fundamental issue as the balance between the social and economic development of the Arctic regions and the protection of their natural environment. Attempts to internationally harmonize these approaches and standards of investor behaviour, including the development of the Arctic Council, the Arctic Economic Council and the Arctic Investment Protocol of the World Economic Forum.
Associate Professor of the Department of International Studies of the NEFU D.D. Maximova made a brief co-report. She said that the idea of the roundtable arose in 2018 following the results of the RIAC city breakfast with the presentation of its mentioned educational and methodological materials “Problems and prospects for the development of the Arctic region.” The NEFU considers it desirable to continue this work in cooperation with RIAC, followed by the issuance of a final report.

During the discussion on the investment climate of Sakha Republic (Yakutia) told the Deputy Head of the Department of Agency for Investment Attraction and Export Support of the RS(Y) D.A. Delakhov and the heads of two Arctic uluses – Anabarsky (I.I. Semenov) and Bulunsky (I.V. Kudryashov).
D.A. Delakhov reported on benefits on income tax and mining granted to regional investment projects under republican legislation. For priority investment projects implemented under the patronage of the Federal Government, regional benefits are not provided, but assistance is provided in the formation of the necessary infrastructure. The draft law on State support for business activities in the Arctic zone of the Russian Federation, currently under discussion, is intended to give additional incentives to investors.

Thanks to the measures taken, a number of major investment projects are being implemented in Sakha Republic (Yakutia), including the construction of the Zhatai shipyard and the launch of a wind power plant (3 plants with a capacity of 300 mWT) in Tiksi.
The Agency for Investment Attraction and Export Support of the RS(Y) is a non-financial development institute established in the system of the Republican Ministry of Economy. It accompanies projects in the fields of mining and oil and gas industry, energy, agriculture, tourism. Recently, projects in the field of water and heat management have been advanced as promising, including with the support of the Japanese Bank for International Cooperation. The Agency also interacts with ANO Far East Investment and Export Agency, develops mechanisms of public-private partnership, implements export promotion programs.

I.I. Semenov cited the activities of “Diamond Anabar”, a subsidiary of ALROSA diamond mining company, as a positive example of investor behavior in the Arctic, which deserves wide distribution. In particular, it actively interacts with the local administration, carries out mining in a nature-sparing mode, after completion of work necessarily performs recultivation of land.
At the same time, there were also a number of problems that complicated the investment process in the ulus – not taking into account the specific interests of the small indigenous peoples of the North in the current legislation on fisheries and on public-private partnership; Restrictions on investments in the border strip. The investor needs constant interaction with the population, taking into account the specifics of the local mentality, especially in such sensitive issues as solid municipal waste storage.

I.V. Kudryashov added that not all investors coming to Arctic uluses are determined to cooperate with their administration. An example of such behaviour is the transhipment of cargo from board ships in order not to build port facilities and not to depend on local authorities, as a result of which economic activities do not bring any benefits to the host region. In order to ensure that their interests are taken into account, northern municipalities are in favour of transferring some shares in investment projects to them.

During the roundtable, representatives of the faculty of the NEFU I.D. Ilyakhova, doctor of economics, V.V. Sergeeva, PhD in economics, who highly appreciated the relevance and scientific and practical level of discussion, spoke.

The adoption of the roundtable resolution was not envisaged, as there was only a primary exchange of views. However, it can be noted that all participants in the meeting were in favour of continuing the work. As the discussion showed, this topic is very relevant for the Russian and global Arctic, directly addressing issues of both international cooperation and domestic socio-economic development of polar regions. Promising directions of further work are:

– Synthesis of investment policies and practices of various States and international organizations in the Arctic (including by interviewing the views of investors, central and local authorities, local public opinion);

– Interface of analysis of investment regimes and scenarios for development of Arctic regions;

– Discussion of this topic at the RIAC and the NEFU events;

– Production of the final material, with practical recommendations for Arctic and non-Arctic states and investors.

19. Roundtable Discussion Human and Nature, Society and State in the North. Models fo rcooperation: tradition and modernization (17th-21stcentury)

Among the participants of the discussion were Doctor of History,  Professor, Member of the Federation Council Committee on Federal Organization, Regional Policy, Local Self-Government and North Affairs, Senator from Magadansky Oblast A.I. Shirokov,     Specially appointed assistant professor, Slavic-Eurasian Research Center, Hokkaido University Masanori Goto.

The participants of the roundtable noted that the Siberian North is a support region for further economic development of the Arctic. This makes it an interesting object for analysis of models of interaction between ecology, economy and power. Considering the development of the North of Siberia from a historical and ecological position, it is obvious that its development was influenced by the political paradigm of “subjugation of nature.” In modern Russia, the importance of solving environmental problems, developing traditional environmental management systems, preserving the biological diversity of northern territories is recognized at the state level and enshrined in official documents. Nevertheless, the practice of “conquering the nature of the North” continues to exist, exacerbating the already difficult environmental situation in the region. The above aspects dictate need of complex judgment of historical experience of environmental management in the north of Siberia in the 20-21st centuries in which center there will be a person, the person as the user of nature.

The participants of the round table expressed hope for further development of ecological-historical research of the Siberian North, presentation and discussion of the results of such research within the framework of the activities of the Northern Forum.

20. Expert Session Northern Sea Route and Development of Entrepreneurship of the Indigenous Peoples of the North

Results of the expert session

On September 26, 2019, an expert session on “Northeast Passage and Business Development of Indigenous Peoples of the Arctic” was held in Yakutsk. The event was organized by the International Center for Reindeer Husbandry, Association of World Reindeer Herders of the University of the Arctic with partners (the Ministry of Arctic Development and Northern Affairs of Sakha Republic (Yakutia), the International Centre for Reindeer Husbandry, the Association of World Reindeer Herders, the Arctic Research Centre of the Academy of Sciences of Sakha Republic (Yakutia), Nord University, the University of the Arctic, the Northern Forum, and the UNESCO Chair of the Ammosov North-Eastern Federal University).

This session was initiated by the Arctic Council’s project “EALLU Reindeer Herding Youth and Food Culture”.

The expert session was attended by representatives of foreign embassies, executive and legislative authorities of Sakha Republic (Yakutia), representatives of business, science and education, civil society, including indigenous peoples of the Arctic, students and others. Ms. Asgeirsdottir, Ambassador Extraordinary and Plenipotentiary of the Republic of Iceland to the Russian Federation, Ms. Roussebø, Advisor to the Royal Norwegian Embassy in Moscow, Mr. S.N. Kharyuchi, President of the Council of the Association of Reindeer Herders of the World, and Mr. S.N. Kharyuchi, Chairman of the Standing Committee of the State Assembly of the Republic of Sakha (Il Tumen) of Sakha Republic (Yakutia) on Indigenous Peoples of the North and Arctic Affairs, delivered welcoming speeches. K. Golomareva, Commissioner for the Rights of Indigenous Peoples of the North in Sakha Republic (Yakutia) L.S. Ivanova, who stressed the importance of the development of small and medium businesses based on traditional environmental management as a basis for sustainable development and improving the comfort of living of the people, including in the context of the development of the Northern sea route.

24 speeches were delivered in the following main sections:

– Prospects for the development of the Northern sea route for the economic development of the Arctic regions;

– Arctic business: conditions and resource opportunities for development;

– Local production in the Arctic: business experience;

– Formation of business competencies of indigenous peoples of the Arctic.

Participants in the expert session stressed the importance of this:

– Consider the development of the Arctic and its peoples from the perspective of the reality of the Northern sea route and other international transport corridors;

– economic and other management decisions based on the phenomenal specifics of Arctic entrepreneurship, where “average” methods and mechanisms do not work, do not have the effect of traditional infrastructure to support entrepreneurship, where it is more important to focus on supporting the interaction between large corporate structures and the local small business (based on the experience of Norway, Scotland, Canada).

The participants of the expert session made the following decisions:

1. to recommend to the Government of Sakha Republic (Yakutia):

1.1 Take measures to implement special educational programs for the population of the Arctic regions aimed at mass education in the basics of business, increasing their financial and legal literacy, as well as measures to raise public awareness of the measures taken and being taken to develop entrepreneurship.

1.2 Work with the federal government to develop support for entrepreneurs in the Arctic to overcome the following obstacles:

– in the field of energy saving and energy efficiency as critical for maintaining the resilience of small and medium-sized businesses in the Arctic;

– Inaccessibility of the infrastructure and business support institutions in regional and local centers for small and medium businesses;

– destructive competition in the small northern markets of entrepreneurs and state (municipal) enterprises.

As well as for:

– providing compensation for northern increases in costs for employers (vacation, district coefficients, percentage allowances, reduced working week for women, payment for travel to and from the place of rest, etc.),

– ensuring all forms of economic integration of large resource companies and small and medium businesses in the North and Arctic regions;

– development of ethnic entrepreneurship in traditional crafts, tourism, nature management and rural service industries;

– stimulating the production of unique products with export potential.

1.3 Review the range of issues related to the development of the fisheries sector of Sakha Republic (Yakutia) with the involvement of the scientific community, including in part:

– Work with federal authorities to simplify the current procedure for allocating fishing quotas for scientific research that does not take into account the specifics of the northern and Arctic regions,

– Construction of fish-breeding plants on main rivers in close proximity to spawning grounds of semi-passing whitefish species for further increase of fish production,

– Development of a simplified regional procedure for the stocking of water bodies with fish species typical of Sakha Republic (Yakutia),

– Encourage scientific research on marine coastal fisheries, targeting both marine species and traditional semi-automatic whitefish and other species

1.4 Pay attention to the possibility of implementing a project related to the use of modern technologies by indigenous peoples in the processing of traditional products using the Northern sea route in the northern regions of the Russian Federation, designated in paragraph 2 of the Protocol of the sixth session of the Working Group on Interregional and Cross-border Cooperation of the Norwegian-Russian Intergovernmental Commission for Economic, Industrial, Scientific and Technical Cooperation of June 18, 2019 (Budo, Norway). Joint mobilization of project resources can ensure better progress and a high level of impact for regional economic development of small businesses.

2) To recommend to educational organizations to develop and implement educational programs aimed at the development of skills of Arctic entrepreneurship, taking into account not only foreign and domestic experience, but also their own specific characteristics, both in terms of the content of educational products and forms and methods of education, as well as the children’s and adults’ populations of the northern and arctic territories.

3) To recommend to scientific organizations and business community to pay attention to the following:

– The need to ensure the preservation and development of the unique traditions of Arctic nutrition, the study and development of the export potential of unique products and dishes of Arctic cuisine,

– intensifying research into the resource base of traditional natural resource use and its potential for business development, including the quality of meat, fish and products,

– the need for further fundamental justification of the phenomenal features of Arctic business.

21. Panel Discussion International Organization of Northern Regions The Northern Forum

In 1991, the Northern Forum, an international non-governmental organization of northern regions’ governors was founded, whose mission is to improve the quality of life of the population and support the sustainable development of cold-climate regions. The Northern Forum has so far remained the only international organization of the North and the Arctic aimed at supporting interregional cooperation throughout the circumpolar Arctic, establishing a North-South dialogue, primarily with the countries of the Asia-Pacific region. Over its nearly 30-year history, the Northern Forum has carried out many projects that have tangibly affected the socio-economic development of the regions, and has held hundreds of events. Every two years, the General Assembly of the organization is held, where in addition to organizational issues, general issues of interaction between regions and business partners are discussed. Recently, the NF Governors Summit has been introduced into practice to define the priority areas for cooperation in the near future. 10 working groups have been formed to launch project activities in specific areas.

In 2018, the Northern Forum held a grant competition, which made it possible to organize and hold a grant competition on 24-28 September 2019 “The Northern Sustainable Development Forum” in Yakutsk. The Autonomous Non-Commercial Organization “Resource Center for Support to the University of the Arctic” (Executive Director D.D. Maximova) won a grant from the Northern Forum within the framework of the project approved by the Northern Forum Working Group on Regional Adaptation to Climate Change to organize and hold the Northern Sustainable Development Forum in Yakutsk.

During the panel discussion, all the speakers stressed the importance and significance of the activities of the international organization “Northern Forum”, voiced the main milestones in the history of the organization, and discussed the future development of the international organization of northern regions “Northern Forum”:

– membership issues and attraction of new member regions and business partners;

– development of project activities within the organization;

– Possibilities of transforming the Northern Forum into a tool for attracting investments, participation in grant contests to support the project activities of the organization;

– The Chukchi Autonomous Okrug proposed to hold a separate session for the Northern Forum Working Group on Regional Adaptation to Climate Change, possibly in the framework of a separate session of the Northern Forum on Sustainable Development;

– Opportunities for interregional cooperation in the framework of the Northern Forum of Russian Regions that are part of the Arctic zone of the Russian Federation;

– the need to create a roadmap for the Northern Forum Strategy;

– Use the Northern Sustainable Development Forum Platform as a tool to engage with the Northern Forum and implement the projects proposed at the NSDF;

– the possibility of signing a cooperation agreement between the Northern Forum and the Korean Maritime Institute, the possibility of returning to the organization of Hokkaido Prefecture, and the possibility of joining the organization’s observers in St. Petersburg and the Murmansk region were voiced.

The round table discussed the results of a study entitled “Transformation of the economic behaviour of small indigenous minorities of the Arctic zone of the Russian Federation”, which is being carried out with the financial support of the Russian Foundation for Basic Research within the framework of scientific project No. 19-013-00394

Currently, globalization has a direct impact on all social processes, including the economic behavior of individuals, regardless of origin and place of residence. Despite numerous theoretical concepts analyzing various aspects of economic behavior, there is a lack of scientific concepts explaining the formation and transformation of the economic behavior of the indigenous peoples of the North living in the Arctic zone of the Russian Federation. The inclusion of the Arctic in the current orbit of global economic and political interests, as well as the active state and supranational influence on the traditional economy and traditional way of life of small indigenous minorities living in the Arctic zone of the Russian Federation, leads to a serious and often non-positive transformation of the behavior of persons belonging to this category. It becomes obvious that in the current conditions and in relation to the indigenous population of the Arctic, classical theories of analysis of economic behavior (D. Kaneman, 1934; V. Smith, 1927, etc.) are losing their gnoseological and heuristic potential. There is a need to develop a fundamentally new optimal model of transformation of economic behavior and mechanisms that provide a positive vector of the process under study, which would take into account the specifics of the existence of a person from among the indigenous peoples living in the Arctic zone, in the global information space, in the consumer society. The purpose of the present study is to develop integration mechanisms of the AzRF indigenous minorities (nomadic and sedentary) on the basis of identifying the determinants and peculiarities of various types of economic behavior in order to increase the level of subjective and economic well-being of the population (on the basis of the research material of senior pupils, students, adults under 45 years of age from the indigenous minorities of the North living in the Arctic zone of the Russian Federation).

Based on the results of the comparative analysis, the study will provide the latest data on the determinants and peculiarities of the economic behavior of small indigenous minorities living in the Arctic zone of the Russian Federation. For the first time, the results of a study of the relationship between economic behaviour and subjective well-being among indigenous peoples of the Arctic zone will be presented, as well as a description of the temporal component of economic consciousness among indigenous peoples of the Arctic zone;

The paper presents a comprehensive Concept for Transforming the Economic Behaviour of Indigenous Peoples of the Arctic Zone, taking into account its main determinants and characteristics, and a program for transforming the economic behaviour of indigenous peoples of the Arctic zone. The results of the research, published in a series of scientific articles, theses and monographs, will help to overcome the imbalance between socio-economic and socio-structural changes in the indigenous Arctic society and the state of scientific reflection, can be taken into account in the development of state economic, political and economic programs, in the fight against social diseases of our time, in the formation of healthy forms of national and cultural identity and its modern values.

The participants of the round table decided:

1. To propose to the Ministry of Construction and Housing and Communal Services of the Russian Federation to create a system of standards ensuring construction of efficient and comfortable buildings for northern territories.

It is necessary to tie the construction of objects to a specific territory, to take into account the logistics of construction materials and structures.

2. To propose to the Ministry of the Russian Federation for the development of the Far East and the Arctic for the subsequent development of natural resources of the Arctic territories to apply the existing practice of construction of shift camps. Support the proposal of the Siberian Federal University (Krasnoyarsk Krai) to create settlement houses. To provide for the construction of new northern cities on the basis of geopolitical substantiation.

3. Subjects of the Federation of the Arctic zone of the Russian Federation should consider the preservation of small northern settlements to be of fundamental importance.

To propose solutions for individual houses in small settlements, paying special attention to the comfort of living, environmental friendliness of building materials, energy saving, water treatment and water disposal. Provide for the creation of renovation programs for Arctic settlements, including Norilsk.

4. The heads of municipal entities (cities, districts), heads of rural settlements, and heads of operating organizations should envisage automation of the operation of buildings and structures, development of geotechnical, geocryogenic, and geo-hydrological monitoring systems, while simultaneously monitoring the condition of load-bearing structures and the ecology of buildings. In monitoring to apply methods of nondestructive diagnostics of building bases, methods of forecasting deformations of existing buildings.

5. To the scientific organisations specialising on researches in the field of building to concentrate researches on working out of new building technologies and materials, to develop special decisions on maintenance of bearing ability of the bases of buildings and constructions in the conditions of a changing climate.

6. To propose to the Arctic Development Project Office (Moscow State University, Moscow) to develop the direction of Arctic construction, to include in the projects under consideration the application of new materials and structures, technologies for road pavements.

7. To propose to the University of the Arctic to create a film about the best practices of Arctic circumpolar construction.

8. To recommend to the Siberian Federal University, Krasnoyarsk Krai, the creation of a system of voluntary certification “Arctic Quality Mark”.

24. Roundtable Discussion Human Adaptation in the Arctic

The round table was held under the aegis of the fruitful cooperation of the UNESCO Chair with the Medical Institute of North-Eastern Federal University. The work of this round table was aimed at the scientific substantiation of problems and solutions to the adaptation processes of human life in the context of climate change and industrial development of the Arctic and Subarctic in the context of medical and physiological, psycholinguistic, educational and socio-economic problems. This scientific-theoretical roundtable was a prerequisite for practical planning of programs in the field of health care and education of the indigenous and non-indigenous population of the Arctic and Subarctic zones of Sakha Republic (Yakutia), aimed at the adaptation of the human north in the context of globalization, new migration trends, and economic and climatic instability.

Presentations were made by representatives of the M.K. Ammosov North-Eastern Federal University, the Institute of Cosmophysics of the Russian Academy of Sciences, the Institute of Circumpolar Reindeer Husbandry at the University of the Arctic (Norway), the Expert Medical Group from Tyumen, and the St. Petersburg Research Institute of Phthisiopulmonology of the Ministry of Health of the Russian Federation.

P.G. Petrova (Doctor of Medical Sciences, Professor, Head of the Department of Normal and Pathological Physiology (Medical Institute, NEFU) made presentations): “The role of expeditionary research in the development of health care of the North” and guest of the round table discussion Matiesen Svein (Professor of the Saami University, Professor of UNESCO Chair, NEFU): “Reindeer herding in the context of climate change and globalization”.

Presentation by T.N. Zarubina, representative of the expert medical group from Tyumen, on the project “Quality of Life”, report by Z.M. Zagdyn, Ph.D. in medical sciences, employee of the St. Petersburg Research Institute of Phthisiopulmonology of the Ministry of Health of the Russian Federation “Spread of socially significant infections in the conditions of the Far North”, and report on the monitoring project “Space weather impact on the health of the population of the Arctic regions”, K.V. Komzina, The senior lecturer of the Department of Histology and Microbiology (Medical Institute of the Ammosov North-Western Federal University) caused a huge positive response among the participants of the round table.

The first work provided medical and historical expertise of the results of the first unique complex academic expedition in 1925 under the guidance of academicians S.F. Oldenburg, A.E. Fersman, F.Y. Levinson-Lessing and V.L. Komarov. The author of the report highlighted that then, according to the work of this first research campaign, a comprehensive plan of 5-year work of the Yakutsk Academic Expedition was drawn up, which played an exceptional role in the development of the republic, including health care, with special attention to the elimination of tuberculosis among the population and the study of the sanitary and hygienic conditions of life and the general morbidity of the local population, given the huge mortality rate of women of childbearing age at that time, as well as children, especially in infancy. The author decided at the end of his report that due to the current social and economic instability in the remote regions of Yakutia, the model of the Soviet health care of that time can be applied in the modern approach to the adaptation processes in the new changing Arctic.

In his presentation, Professor Mathiessen expressed his sincere concern and fears about the undeniable changes in actual temperature data in Norway and Yakutia due to reindeer herding and the reduction in reindeer diets.

According to him, due to early snowmelt and the resulting ice crust, there has been a decrease in feed rations for Norwegian reindeer, and, accordingly, it is necessary to monitor the climate change phenomenon in Yakutia in order to identify positive and negative factors for reindeer herding in Chersk and Yenga.

Dr. Tatyana Nikolaevna Zarubina spoke about her project to study the origins of longevity and genetic code of a happy and fruitful life in the traditional approach to health and lifestyle among the natives of many corners of the world from indigenous Americans to the Russian North. Zagdyn Zinaida Moiseevna presented a realistic and harsh picture of the research data on tuberculosis and HIV from her report “The spread of socially significant infections in the Far North”. The terrible truth of this report is that, psychologically and somehow, the people of the Far North are subject to depressive conditions and, consequently, to a low threshold of immunity to reflect an infection. Komzin Kirill Vasilyevich, a senior lecturer at the Department of Histology and Microbiology (Medical Institute of NEFU), also drew attention to the dependence of psychosomatic processes on climate, atmospheric pressure, and solar activity. Conclusions of the report, conducted in the framework of the international program “Heliomed”, and compiled on the basis of data collection of medical information, conducted on the basis of the materials of emergency medical care in Yakutsk, in a number of which about 145 thousand medical records of emergency medical care for patients with cardiovascular diseases were processed in 1992 and 1998, also showed not quite optimistic picture for the inhabitants of the Arctic latitudes.

The following resolution was adopted based on the results of the section:

– To use the results of scientific works and the potential of scientists who participated in the work of this section in the field of medical and physiological, psycholinguistic, educational and socio-economic problems to implement joint interdisciplinary scientific projects;

– attract a wide range of specialists to solve this global problem to actively conduct interdisciplinary scientific research;

– to entrust the UNESCO Chair of NEFU “Adaptation of Man and Society in the Arctic Regions under the conditions of climate change and globalization” with a coordinating role for the development of joint interdisciplinary research projects with the involvement of foreign researchers;

– Request the Government and relevant ministries of Sakha Republic (Yakutia) to support these initiatives.

– All participants of this round table should take an active part in the preparation of projects to receive grants and other funds for the implementation of this scientific problem.

The organizers of the round table thanked the participants and guests for their sincere contribution to the potential solution of the problems of adaptation processes in the conditions of climate change and socio-economic instability in the Arctic regions with words of gratitude for the indifference and uninterrupted sustainable productivity of their collective intelligence and academic integrity.

25. Roundtable Discussion on Floods in the Arctic

Floods are a natural phenomenon that causes the greatest damage to the society and economy of Sakha Republic (Yakutia). It is generally accepted that floods have natural causes (heavy snowmelt, heavy rainfall, ice jams) and social consequences (direct and indirect damage to the population and infrastructure of settlements). The round table participants stressed that floods also have social causes (marginalization of the population, lack of information, settlement patterns, type of management) and natural consequences (degradation of ecosystem services). Floods, like other natural disasters, are a challenge to the existing socio-economic formation, and compensation for damage caused by them depends on the level of development of society as a whole.

The roundtable considered the causes and consequences of the 2018 flood in the Amga raion of Sakha Republic (Yakutia) based on the results of research conducted by specialists from the Melnikov Institute of Permafrost Science of the Siberian Branch of the Russian Academy of Sciences and the North-Western Federal University, as well as methodological approaches being developed by the Roshydromet Arctic Research Institute in the field of public monitoring of hydrological processes in the Arctic zone of the Russian Federation, and the practice of the Executive Directorate for Elimination of the Consequences of the Spring Flood and Organization of Rehabilitation Activities of Sakha Republic (Yakutia).

The participants of the discussion recognized that at present the practice of passive response to hydrological risks is widely and predominantly used. Sustainable measures to prevent the negative consequences of floods should be based on a comprehensive consideration of natural and social causes and consequences of floods and strategies for active management of hydrological risks.

Main elements of active hydrological risk management:

1. Forecast: short- and medium-term flood forecasting methods should be developed, taking into account regional hydrological differences;

2. Prevention: A flexible set of preventive measures should be developed, taking into account local peculiarities and the structure of the channel;

3. Warning: Damage prevention measures should be introduced that actively reduce the costs of flood management;

4. Response: It is necessary to minimize the efforts of rescue services and the risk to the health of their employees during rescue activities;

5. Mitigation: sustainable flood management measures should be developed and implemented in the long term.

Main strategies for minimizing hydrological risks:

1. Evasion: Measures should be taken to ensure that the boundaries of flooding and submergence zones are fixed in the State Real Estate Cadastre;

2. Transfer: Insurance programmes should be developed for property located in the area of possible negative flood impact, differentiated in terms of probability of such impact;

3. Mitigation: Adapted flood prevention and mitigation measures should be developed, taking into account local conditions;

4. Acceptance: Material reserves created for flood management should be used rationally.

The report on the Regional Innovation System “Arctic Reference Observation Network” in the Russian Arctic was devoted to the discussion of the Scheme-map of fragmentation of the territory of the Russian Arctic according to the water-basin principle proposed by the staff of the Department of River Mouth Hydrology and Water Resources of the AARI Roshydromet, as well as to the issues of restoration of the state monitoring posts and the use of their data in the field of public monitoring of water bodies in the Arctic zone of the Russian Federation, training in hydrology and hydroecology.

The participants of the Roundtable on Floods in the Arctic address the Northern Forum Directorate, the Government of Sakha Republic (Yakutia) and the regional authorities of the subjects of the Russian Federation – participants of the Northern Forum – with the following proposals:

1. Take measures to develop hydrological education at the highest and middle levels, taking into account the natural features of the Arctic zone of the Russian Federation;

2. Support the development and implementation of the Concept for Active Management of Hydrological Risks in Sakha Republic (Yakutia) and the regions participating in the Northern Forum;

3. Support the development of the Arctic reference observation network of the Russian Federation as a basis for public monitoring of water bodies, collection of hydro-ecological information, conducting educational and vocational guidance work in the municipalities of the Arctic zone of the Russian Federation;

4. Include in the program of the Second Northern Sustainable Development Forum a separate international conference on hydrology of the cryolithic zone and hydrological processes in the Arctic zone of the Russian Federation.

5. Consider the possibility of establishing a research institute in Yakutsk, potentially in the form of an autonomous institution of the RS(Yakutia), for the comprehensive study of hydrological processes, including hydrological hazards, in the cryolithic zone of the Russian Federation (with the support of Roshydromet of the Russian Federation, the Russian Academy of Sciences and the Academy of Sciences of Sakha Republic (Yakutia)).

A.M. Vorotnikov, expert of the Arctic Development Project Office, associate professor of the Russian Academy of National Economy and Public Administration (RANEPA), proposed to develop two directions in Sakha Republic (Yakutia): ekovolontery and to organize a competition of thesis and term papers on topics that would be announced at the SFSD under the auspices of the Northern Forum.

O.S. Lvova, 2nd year student at the Faculty of Chemical Technologies of the Lomonosov Moscow Institute of Fine Chemical Technologies.

E.I. Golobov, Vice-Rector of the Surgut State Pedagogical University, told about scientific activities of students and post-graduate students at SSPU.

Karina Kesservan, Attorney at Kesservan-Arto (Quebec, Canada), spoke about the project “Children of the Arctic: Local Knowledge and Sustainable Development”.

Lasserre Frederic, Professor at Laval University (Quebec, Canada), spoke about the scientific activities of students and post-graduate students in Canada.

A.M. Ivanova, Director of the Arctic School, and her students Alexeyev Slava and Platonova Jasmine proposed to organize the Northern Forum Model not only for students, but also for schoolchildren, it is necessary to hold role-plays.

A.D. Marfusalova, member of the Public Chamber of Sakha Republic (Yakutia), Association of Evenks of Sakha Republic (Yakutia), proposed to make the Arktika school a basic school for the Far East region.

V.I. Shadrin, ISISPMNS SB RAS suggested establishing contacts between schools, in particular, the “Arctic” school could do it, stressed the need to discuss the experience of preserving the language and culture of IPs, and expressed a wish to organize a Northern Forum model on specific topics.
