3rd Northern Forum Governors Summit

Since 2017, after a long gap, governors' summits, which tend to alternate with general assemblies, have been held every two years. The summits discuss topical issues of international cooperation at the regional level and take strategic decisions to ensure the continuity and dynamism of the organisation in a rapidly changing world.

The COVID pandemic and the cancellation of the International Arctic Forum in 2022 shifted the dates of both the General Assembly and the Summit. At the sug-gestion of the Sakha Republic (Yakutia), a consultative meeting of the NF Regional Coordinators Committee at the Eastern Economic Forum on September 6, 2022 supported the holding of the 3rd Northern Forum Governors Summit before the end of 2022.

As the year 2023 is the year of the General Assembly, it is necessary to organize the Governors Summit this year, especially taking into account the difficult inter-national situation, to approve the new Northern Forum Development Concept, identify the next Chairing region, and ensure the organization’s quick transition to a new level starting next year.

The suspension of cooperation in the Arctic and the beginning of Russia's turn to-wards Asia require that the leaders of the Northern Forum member regions dis-cuss joint coordinated actions to build effective North-South bridges and strengthen the voice of the Arctic regions at the global level.

Goal:

Discussing the potential, prospects and directions of interregional cooperation within the Northern Forum in the context of global geopolitical changes, devel-opment of cooperation with the regions and organizations of the Asian countries, SCO, BRICS, determining the role and place of the Northern Forum among the in-terregional associations of the world, positioning the organization at the global level.
