The second and third days of the Northern Sustainable Development Forum.

The second and third days of the Northern Sustainable Development Forum have ended.

In just 2 days, 28 events were held: round tables, scientific and practical conferences, sessions, a plenary session. More than 500 participants and about 200 speakers from different countries are registered: Russia, Canada, USA, China, Iceland, Norway, USA, Japan, Korea, Sweden, Finland, Greenland, Mongolia, as well as regions from Association of Regional Administrations of the North East Asia, 77 regions.

On September 28, an online session of the ARANEA member regions was held on the topic "New ways of developing international relations in the world after the COVID-19 pandemic", where the Secretary General of the Association of Regional Administrations of Northeast Asia, Mr. Kim Ok Chae, Governor of the province Gyeongsangbuk-do, Republic of Korea, Mr. Lee Chol-Woo, and Mr. Esteban Leon, Head of the Urban Risk Reduction Unit of the Urban Resilience Profiling Program of the United Nations Human Settlements Program (UN-Habitat). Acting Deputy Chairman of the Government of Yakutia Sergey Mestnikov noted that the pandemic has accelerated the development of distance digital education, but it is not able to replace the traditional one.

An educational session was held at the North-Eastern Federal University: "Thematic networks of the University of the Arctic: interaction between the North and Asia", where the university shared its experience in implementing thematic networks.

At the round table "What personnel are needed for the regions of the Arctic zone?" proposals were made to improve the living conditions of young people in the North and the education of the indigenous peoples of the North. It was also noted that it is necessary to improve the conditions of employment and living in order for young people to strive to the Arctic zone. Human capital is important for Russia if we are talking about the development of infrastructure in the Russian Arctic on an ongoing basis - summed up at the Round Table.

At the end of the second day of the Forum, a plenary session was held on the topic “Transport infrastructure in the North and the Arctic”, where experts discussed the possibilities of developing transport accessibility of the Arctic zone, both regional and international.

The meeting, which was held in online and offline formats, was attended by the head of the Republic of Sakha (Yakutia) Aisen Nikolaev, the chairman of the Arctic Circle, the President of Iceland in 1996-2016 Oulavur Ragnar Grimsson, the head of the Federal Air Transport Agency (Rosaviation) Alexander Neradko and Special Representative of the State Atomic Energy Corporation "Rosatom" for the development of the Arctic, Deputy Chairman of the State Commission for the Development of the Arctic Vladimir Panov (more details here)

The third day of the forum began with the Seminar “Cold lands. Russian-Japanese Cooperation in the North”. At the seminar, they talked about the strategy of indigenous media development and how media can contribute to the sustainable development of indigenous peoples.

At the round table "Russian-Korean cooperation in the Arctic" in the bilateral dialogue between the countries, issues of joint work on the creation of ice-class ships and cooperation in scientific research in the Arctic were discussed.

The main topic of the conference "Transport infrastructure in the North and the Arctic" was the issues of increasing the efficiency of the transport and technological system and solutions to these issues based on the development of technologies for creating high-traffic vehicles were proposed.

The Northern Forum as a platform for international scientific cooperation in the Arctic will make it possible to actively discuss issues of improving the regulatory framework and exchange successful practices. Confidence in this was expressed by the moderator of the Parliamentary session "Legal aspects of life support and sustainable development of the Northern and Arctic territories" of the II International Forum "Northern Sustainable Development Forum", Chairman of Il Tumen Yakutia Peter Gogolev in his welcoming speech to the Forum participants. The resolution of the Parliamentary session noted the need to create a permanent structure of inter-parliamentary cooperation within the framework of the international organization "Northern Forum", emphasized the importance of expanding international scientific cooperation in the Arctic and sub-Arctic regions.

Participants of the round table "Business cooperation in the Arctic" came to the conclusion that an active exchange of views, successful practices, experience, development of new forms and methods of supporting business activity will help to minimize the consequences of the crisis, stabilize the situation and expand international and interregional business cooperation, and finding points the intersection of the interests of business, society and government will make it possible to implement joint systemic programs aimed at the development of the Arctic region and northern territories and distribute "zones of responsibility" to maximize the effect of their joint implementation.

На вебинаре «Создание связей между туризмом и охраняемыми территориями в Арктике» были заслушаны самые разнообразные идеи об инициативах для положительного влияния туризма на окружающую среду и коренное население. Затронуты были практически все аспекты экологического туризма. География охвата участников вебинара очень широка – от Исландии до Якутии. Исполняющий обязанности исполнительного директора «Северный форум» Владимир Васильев подвёл итог вебинара и предложил не останавливаться на одном мероприятии, а запланировать целую серию для обсуждения вопросов развития туризма для положительного влияния на окружающую среду.

The Round Table "Women in the Arctic" was no less productive. Issues of international and interregional cooperation of women's organizations, prospects for socio-economic, innovative development of the Arctic, as well as issues of security of demographic development of the Arctic regions were discussed.

The final event of the third day of the forum was the Round Table "Investments in the Arctic", where the topics of investment attractiveness of the Arctic regions, promising directions investment cooperation, results from attracting foreign investment and other topics.
